I don't understand how people can do stuff like this. I know where this happened to. Thats my childhood neighborhood. I think my grandparents lived there until I was in the 6th grade.

Then and a child this age? How could they let him wander around like that when there is a neighbor such as him that you are aware of. It breaks my heart.
